Snow was born in Tennessee, the 12th of 17 children of Emelia and Elijah Frost. Snow was in Tennessee when the 1860 census was taken and in Missouri during the 1870 census.

Sometime before 1870, the Frost boys went to Granby, Missouri to work in the lead mines. The lead deposits were the largest in the country and the advertisement for workers was enticing. Snow was not married at that time but met and married Eliza Bradshaw in Missouri in 1870.

In the census of 1900, Snow, age 61, is shown as the head of the house, Eliza as his wife, and daughters Jessie P, 18, and Vestie J, 15.

Also in 1900, Snow was the superintendent of the Newton County Alms House and was counted in the census there as well. The Alms House was created a year earlier to house poverty stricken residents of Newton County.  The residents were called 'inmates' at the Alms House and ranged in age from babies to the elderly and it seems that families could live together.

In the 1910 census recorded on April 18 in Erie Township, McDonald County, Missouri (other records show their home in Elk River):
